Amerikan hükümeti Ramius’un saldırmayı planladığını düşünür. Bir CIA analistinin düşüncesi ise farklıdır: Ramius’un sığınma talep edeceğini düşünen analistin bunu kanıtlamak için sadece birkaç saati vardır çünkü bütün Rus deniz ve hava donanması da Ramius'u bulmaya çalışmaktadır.
